An elevator operating in a 12 story residential building has an average of about 300 up and down trips per day, and over the years, it is inevitable that its components will wear out. Therefore, regular inspection, lubrication, adjustment, and component replacement of elevators have become important guarantees for the safe operation of elevators.


The threat to the safety of residential elevators is not due to malfunctions, but rather the failure to promptly and effectively eliminate and repair the underlying causes. Wang Qi believes that routine maintenance of elevators is the bottom line to ensure safe operation of elevators. In the interview, many citizens expressed doubts about whether the elevators were maintained on time as required, especially about the daily maintenance of some older elevators used in high-rise buildings that were built earlier. Some elevators even did not have the annual inspection qualification mark and still operated "sub healthy".


For example, in mid May last year, when reporters and law enforcement officers from the municipal quality supervision department went to Shuijun Garden in Nankai District for inspection, they found that the inspection validity period of 28 elevators in the community was only until September 2012. The property unit should have applied to the inspection and testing agency for regular inspection one month in advance, but the elevators were not inspected on time and have been in a state of overdue inspection. In order to ensure the safety of residents riding elevators, law enforcement personnel have issued a "Special Equipment Safety Supervision Directive" in accordance with the "Regulations on Special Equipment Safety Supervision", ordering them to stop using them.


If the funds are not in place, maintenance issues will become even more difficult. According to the relevant provisions of the "Tianjin Elevator Safety Supervision and Management Measures", elevators in use should undergo regular inspections once a year. The user shall conduct regular inspections in accordance with safety technical specifications and submit a request for regular inspections to the inspection and testing agency one month before the expiration of the validity period of the elevator safety inspection. Elevators that have not undergone regular inspections or have failed inspections shall not continue to be used.


In addition to annual inspections, elevator maintenance units should also maintain elevators in accordance with relevant national and local regulations. At least once every 15 days, daily maintenance should be carried out, including cleaning, lubrication, adjustment, and inspection, to ensure the safety performance of elevators, and written records of daily maintenance should be kept.


However, investigations have found that many property management companies do not attach enough importance to elevator maintenance, and lack the concept of professional maintenance. Faced with elevator maintenance units with uneven qualifications, property management companies are unable to choose professional elevator maintenance service providers for homeowners, which is one of the reasons for the frequent occurrence of elevator accidents in residential areas.


Through recent cases where elevator maintenance funds cannot be secured, it has been found that elevators that have stopped operating are mostly damaged in major components, resulting in high maintenance costs, such as broken steel wire ropes, damaged traction and door mechanisms. The cheapest steel wire rope costs 2000 yuan, and at least 4 to 6 wires need to be replaced each time. A set of door mechanisms costs 5000 yuan, and a traction machine requires at least 35000 yuan. The emergency fund limit of 10000 to 20000 yuan per elevator cannot solve the urgent needs of these projects. ”Wang Qi introduced that in communities with maintenance funds, the use of maintenance funds requires the consent of 2/3 of the beneficiaries, and this process usually cannot be immediately resolved due to the involvement of personal interests.
